Keep the research systems separate

Start from the next account objective

Ask whether the current priority is development flow, resource stability, troop throughput, combat preparation, or alliance participation. That answer gives the research review a purpose without pretending that one path fits every account.

Review the category that supports the goal

Once you have named the goal, open the relevant research context and compare options by their relationship to that goal. Keep the decision qualitative: seek support for the next constraint rather than a theoretical maximum.
